Provider Types
Service providers can use this page to bill the Utah Office for Victims of Crime (UOVC) for eligible services provided to crime victims. Select your provider type below to view billing information and requirements.

Important Billing Requirement
UOVC is the Payer of Last Resort
UOVC can only pay for eligible services after all other available payment sources have been billed.
Providers must first bill any available:
- Private health insurance
- Medicaid or Medicare
- Worker’s compensation
- Auto insurance
- Other collateral sources
If these sources deny the claim or do not cover the full cost, the remaining eligible balance may be submitted to UOVC.
If there is a concern about using a collateral source, please contact UOVC at (801) 238-2360. In some situations, UOVC may approve an exception, such as an insurance waiver.


Provider Responsibilities
Providers who accept payment from UOVC must follow these requirements:
- Payment in Full:
If a provider accepts payment from UOVC, that payment must be accepted as payment in full. Providers may not bill or collect additional payment from the victim or claimant. - No Debt Collection During Claim Review:
If a provider receives notice that a compensation claim has been filed, the provider may not begin or continue debt collection until UOVC either pays the bill or denies the claim.
These requirements are established in Utah Code §63M-7-521.5(2).
